only result of such an interpretation will be to necessitate elaborate arrangements for payment out of the Colony of all leave salary. For an officer to whom leave is granted (other than the leave not exempted by the paragraph in question) is entitled to draw his salary in the place of his leave and the fact that in case of leave in England there is the standing machinery of the Crown Agents' office is no ground for giving officers enjoying such leave more favourable treatment than officers on

short leave in Japan, or elsewhere, who usually have their salaries paid into their Bank in the Colony.

3. Mr. Melbourne's case is a special one. Normally vacation leave of any considerable duration may

not be spent in the Colony, but when an officer is

retiring from the service it is clearly only reasonable that the leave to which he is entitled prior to retirement

should be spent where he desires without financial loss.

4. The general order as promulgated carries out the real intention of the recommendation contained in

paragraph 9 of my despatch No.558 of the 23rd of October,

1930, and I submit that the exemptions in the latter part of the third paragraph of the order are as necessary and logical as those in the earlier part.
